About Victor Borrego III
Victor Borrego III is an accomplished public sector professional, business strategist, and advisor with a strong foundation in economics, government operations, procurement, and financial management. Born in McAllen, Texas, and raised in Edinburg, Texas, Mr. Borrego has dedicated his career to bridging the gap between the public and private sectors by helping organizations improve efficiency, strengthen compliance, and achieve sustainable growth.

From an early age, his passion for economic policy, governance, and community development set the foundation for his professional path. This drive led him to pursue a Bachelor of Business Administration in Economics and Political Science from the University of Texas Rio Grande Valley, graduating in 2021. During his studies, he also obtained his Life and Health Insurance License, demonstrating his expertise in risk management, financial protection strategies, and custom policy design to meet diverse client needs.

Immediately after college, Mr. Borrego joined Hidalgo County’s Purchasing Department, where he spent over three years in the Construction Contracts Division. In this role, he developed deep expertise in government procurement methods, competitive bidding, contract negotiations, vendor relations, and grant administration. His work ensured compliance with strict public sector regulations while driving cost efficiency and accountability in large-scale infrastructure and development projects.​
Through this hands-on experience, Mr. Borrego built a strong reputation for procurement strategy, organizational oversight, and financial governance, positioning him as a trusted advisor to both government entities and private businesses seeking to expand into the public sector.

Today, as the founder of The Borrego Establishment LLC, he leverages his public sector insight, business acumen, and policy knowledge to deliver integrated solutions in sales consulting, growth strategy, procurement and cooperative contracting, organizational oversight, financial management, and economic policy development. His mission is to help organizations achieve measurable results, increase competitiveness, and navigate the complex intersection of business and government with confidence.
